Chhattisgarh Accelerates Tech Governance with AI & Digital

Raipur, Jul 23 (PTI) Chhattisgarh is accelerating its technology-driven governance model through artificial intelligence, expanded digital connectivity and citizen-centric online services, with the aim to emerge as one of India's leading digital states, a senior official said on Thursday.

Chhattisgarh Department of Electronics and Information Technology secretary Ankit Anand said his department is strengthening good governance under the leadership of Chief Minister Vishnu Deo Sai through digital innovations, improved infrastructure and AI-based governance systems.

He was addressing a press conference along with Chhattisgarh Infotech Promotion Society (CHiPS) Chief Executive Officer Mayank Agarwal at the Chhattisgarh Samvad Auditorium in Atal Nagar.

"The upgraded Seva Setu portal, launched on April 29 this year, has become the state's largest integrated digital citizen services platform. It currently offers 564 services from 35 departments. Over the past two-and-a-half years, it has received more than 85 lakh applications, of which over 78 lakh have been resolved," Anand said.

Services such as ration cards, marriage registration and tap water connections are now available online, enabling rural residents to access government facilities closer to home, he added.

The platform also offers digital document verification, QR code authentication, SMS and WhatsApp notifications, online payments and real-time application tracking.

Anand said digital inclusion is being strengthened through the rapid expansion of mobile connectivity in remote, forest and tribal areas.

Since January 2024, a total of 1,273 mobile towers have become operational under the Government of India's Digital Bharat Nidhi-funded Aspirational Districts, LWE Phase-II and 4G Saturation schemes, he added.

"The Centre has approved Rs 3,928 crore for BharatNet Phase-III, under which gram panchayats will be connected through high-speed broadband and Fibre-to-the-Home (FTTH) networks, expanding internet access and digital services in rural areas," he said.


To build a skilled technology workforce, the state has launched the CM IT Fellowship in collaboration with IIIT-Naya Raipur. The programme will provide advanced technical training and practical government experience to 50 selected local youths in accordance with reservation norms.

The Khanij Online 2.0 platform generated Rs 30,311.80 crore in revenue between January 2024 and June 2026, he said.

Other platforms include the Integrated Waste Monitoring and Management System (IWMMS), the One Click-Single Window System 2.0 offering 151 services from 19 departments, the PARAS portal for infrastructure project monitoring, the Bastar Munne portal for tracking welfare schemes in Naxal-affected districts, and Digital Dwar platform for secure inter-departmental data exchange, Anand added.

"Artificial intelligence has been identified as a key priority under Chhattisgarh AI Mission (CG-AIM), which aims to promote AI-based skill development, research and innovation for students, startups, government officials and youth," he said.

An AI Centre of Excellence and an AI Data Lab are also being established to support innovation and employment generation, the official informed.

The department has also signed an MoU with the Software Technology Parks of India (STPI) to establish four Centres of Entrepreneurship at a cost of Rs 105.3 crore, jointly funded by the Centre and the state.

The centres will promote startups and innovation in artificial intelligence, MedTech based on forest and medicinal products, smart city solutions and smart agriculture.

Anand said the state is implementing a Cloud-First Policy to strengthen data security, improve resource utilisation and promote secure cloud-based governance.

He added that several state digital initiatives, including Aadhaar services, the GIS project, Atal Monitoring Portal, e-Pragati Portal, IWMMS, One Click-Single Window System 2.0 and the Court Case Monitoring System, have received national and state-level awards.

"Digital technology is not merely a tool for modernising governance but an effective means of delivering transparent, simple and time-bound services to every citizen. Our objective is to make technology the foundation of good governance, transparency, inclusive growth and citizen empowerment," Anand said.
