Fadnavis: Human Capital Key to Viksit Maharashtra, $5T by 2047

Mumbai, Jun 11 (PTI) Maharashtra Chief Minister Devendra Fadnavis on Thursday shared a roadmap to transform the state into a USD5 trillion economy by 2047, highlighting reforms in education, healthcare, skills development and governance during the 11th Governing Council meeting of NITI Aayog.

Addressing the meeting chaired by Prime Minister Narendra Modi, Fadnavis said Maharashtra has adopted the "Viksit Maharashtra 2047" vision document, targeting a USD1 trillion economy by 2030, USD2 trillion by 2035 and USD5 trillion by 2047.

The CM's Office shared Fadnavis' speech at the meeting with the media.

Describing human capital as the state's most valuable asset, he said Maharashtra is focusing on education, health, skills, women empowerment and inclusive growth to achieve sustainable development goals and strengthen its contribution to the national vision of "Viksit Bharat".

The chief minister said Maharashtra has expanded the number of aspirational districts from four to 10 and aspirational talukas from 27 to 177, with special emphasis on improving human development indicators in these regions.

Fadnavis said Maharashtra was the first state to comprehensively implement the National Education Policy (NEP) 2020 and is planning educational cities, including an international-level Educity near the Navi Mumbai International Airport.

On skilling and entrepreneurship, he said the Maharashtra Startup, Entrepreneurship and Innovation Policy 2025 aims to nurture 1.25 lakh entrepreneurs and support 50,000 startups over the next five years. He also announced the creation of the Maharashtra Agency for Holistic International Mobility to prepare skilled youth for overseas employment opportunities.

The state has expanded coverage under the Ayushman Bharat PM Jan Arogya Yojana and Mahatma Jyotirao Phule Arogya Yojana, increasing treatment packages to 2,399 and empanelled hospitals to 4,537, he said.

Maharashtra has also established a new Urban Health Commissionerate and is progressing with the construction of 11 new government medical colleges, he said.


The state's flagship Ladki Bahin scheme currently has 1.66 crore active beneficiaries and has strengthened women's financial inclusion and entrepreneurship. He said the state plans to increase the number of "Lakhpati Didis" from 50 lakh to one crore.

Lakhpati Didis are rural women, typically members of Self-Help Groups, who achieve a sustainable annual household income of Rs 1 lakh or more.

The chief minister also highlighted labour and governance reforms, saying Maharashtra has aligned its processes with the four new central labour codes and undertaken extensive human resource reforms covering more than 10 lakh government employees, he said.

On ease of doing business, Fadnavis said Maharashtra became the first state in the country to eliminate the requirement of obtaining Non-Agricultural (NA) permission and has re-engineered more than 800 citizen and business services to reduce bureaucratic hurdles.

The Maharashtra AI Policy 2026 aims to attract investments exceeding Rs 10,000 crore and generate 1.5 lakh jobs by 2030-31, he said. The state has also launched AI-based initiatives in agriculture, including MahaAgX and MahaTRACE, to improve productivity and market access for farmers.

Fadnavis said Gadchiroli is being developed as India's first major integrated steel hub under a post-Left Wing Extremism development strategy focused on infrastructure, education, healthcare and employment generation.

The chief minister further said Maharashtra has proposed Sindhudurg and Nashik as global tourism destinations and plans to develop 100 tourism sub-circuits across the state under the Viksit Maharashtra Action Plan.

Highlighting the state's industrial might, he said Maharashtra accounts for nearly 31 per cent of India's foreign direct investment inflows and has an investment pipeline exceeding Rs 20.3 lakh crore, supported by sector-specific policies and single-window clearances through MAITRI (Maharashtra Industry, Trade, and Investment Facilitation Cell).

Fadnavis reiterated Maharashtra's commitment to partnering with the Union government and other states to achieve the goal of a developed India by 2047.
